HOW TO INSERT A POP-UP PICTURE IN A CELL
1. Right-click the cell where you want the pop-up picture.
2. Click on “Insert Comment”.
3. Select any text that was automatically added to the comment, such as your name.
4. Press the Delete key on your keyboard, to delete the text.
5. Right-click the “comment border”.
6. Click “Format Comment”.
7. On the Colors and Lines tab, click the drop-down arrow for Color.
8. Click “Fill Effects”.
9. Click the “Picture tab”.
10. Click on your picture, then click “Insert”.
11. To keep the picture in proportion, add a check mark to “Lock Picture Aspect Ratio”.
12. Click “OK, twice”, to close the dialog boxes.

Tip is working in 2007. Trick is to ensure you click ON the border of the comment field, not IN the comment field.
It does work in 2007. I just did it. Once you create the comment box, click on the border, THEN right click and choose “edit” and it will bring up more options.
As mentioned, people write these comments but dont bother to checkthe version. THIS DOES NOT WORK IN EXCEL 2007. You only have th eoption to vhange the colour, you cannot vhange the fill, gradient, or picture etc of the comment box.

this maybe works for excel 2003, but not in 2007
